Due to the vacuum sealing process, 28 floz cans are used to hold the 24 floz of water. The extra space is required so that the vacuum sealing machine can draw the air out of the can prior to sealing it and without drawing water during the process. The space also allows for expansion of the water during temperature changes.
Also: because the air is removed from the cans, the water will initially have a 'flat' taste. That is normal! You can change that by stirring or pouring the water back and forth a few times using two clean containers. This will aerate the water and remove the flat taste. There is no need to aerate the water if you use it for cooking.
